United Space Federation Governing Document

All Active Sim Hosts (that is, Hosts who are actively COing or XOing a USF sim) will become
members of the Active Host Assembly (AHA). Between 25 and 31 August of each year, they
will elect from within their membership three individuals to the Executive Board. Each
AHA member will name his or her top three candidates in a private ballot. The
candidates who have the most votes will be named to that year’s Executive Board.

Board members will serve for a term of one year. Board members may not serve more than
two consecutive terms, however there are no other term limits (An individual may serve for
two years, may not run for reelection in Year Three, yet be re-elected in Year Four, for
example). There is no hierarchy within the Executive Board, however a Fleet Commander will be
appointed by a ⅔ vote of the AHA (abstentions and non-votes notwithstanding).

The Fleet Commander’s Duties shall include, but not be limited to:
  • Overseeing the operations of the Fleet.
  • Maintaining the well-being of the USF as a whole.
  • Providing guidance and advice to the E-Board, AHA and the USF as a whole.
  • Serving as the “face” of the USF when appropriate.
The Fleet Commander will be responsible for recording and publishing accurate and transparent
meeting minutes for each meeting held by the Executive Board within seven days of any meeting.

Board members not re-elected may serve on the Board as non-voting ‘Past Members’ to
permit transfer of knowledge, advice, and provide motivations behind actions made during their
term in office.

The AHA will have the authority to impeach members of the Executive Board. The motion to
impeach must be presented to all members of the AHA, be properly seconded, and receive a
unanimous vote (abstentions and non-votes notwithstanding).

Board members will create a new character which will take on an Admiralty rank
commensurate with their Host rank (Commanders will have Rear Admiral characters,
Captains will have Vice Admiral characters, and Fleet Captains and Commodores will have
Admiral characters). This profile would have no authority outside of the E-Board and would be
placed on inactive status if ever the owner were to leave the E-Board for any reason. Members of
the E-Board would maintain their "Host" profiles and conduct sim business under those per normal SOP.

The Executive Board must follow the Sim Guide and existing protocol for the carrying out of
their duties and responsibilities, which will include:
  • Approving and appointing Hosts.
  • Promotions above the rank of Lieutenant Commander.
  • Approving new sims.
  • Retiring defunct sims.
  • Appointing and approving all staff-level positions (e.g. Webmaster, Recruitment, etc.).
  • Overseeing the Fleet and maintaining the well-being of the USF as a whole.
  • Investigating complaints from Commanding and Executive Officers as well as complaints regarding COs and XOs.
  • Ensuring that there are no unfair or illegal practices transpiring in sims or in other areas of
  • the USF.
  • Drafting revisions of the Sim Guide for AHA review and approval with a 2/3 majority (abstentions and non-votes notwithstanding).
  • Mediation between fleet officers and staff level individuals.

The Executive Board will have monthly meetings, as well as hold meetings upon request of any AHA member with pending business (e.g. New Sim Approval, Promotion Decisions, etc.). When such a meeting is requested, the Executive Board will select a time within 10 days of the request to hold the meeting. Following all meetings, the Executive Board will report and present minutes to the AHA, to be published by any convenient means (Sim e-mail lists, USF PADD, etc.) to the fleet-at-large.

The AHA will have the following duties and responsibilities:
  • Electing members of the E-Board and Fleet Commander.
  • Meeting regularly (at least once per month) to discuss issues and concerns.
  • Receiving and reviewing E-Board meeting notes.
  • Regularly review the conduct and responsiveness of the members of the E-Board and take appropriate action if there are significant concerns about their performance.
  • Conducting a yearly review of the E-Board members performance and make recommendations to renew the members positions or to elect a new member or members as appropriate.
  • Assisting the Fleet Commander and the E-Board by serving as needed in various positions and on committees which have been determined necessary to the smooth operation of the USF or which will provide extra value to members.
  • Fairly and consistently hosting their assigned sims and keeping their crews advised of any changes and actions of the E-Board and AHA as appropriate.
  • Providing advice or assistance and answering questions about USF policy and procedure.

Following ratification, this preceding structure can only be amended by a unanimous vote of
the AHA, abstentions and non-votes notwithstanding.
